Abstract

Since independence in 1960, the Nigerian federation is characterized by political upheavals and economic doldrums, leading to, inter alia, the malfunctioning of the bureaucratic institution. Local governments as the engine of grassroots development, for instance, have performed very abysmally, and the local populace for whose service local governments are created, have not been delivered.
