Rural Infrastructure Planning for Effective Rural Industrialization

Abstract

From November 13 - 17,1989,the Institute For Development Studies
of the University of Nigeria, Enugu Campus, organised a Training -
SeminarAVorkshop whlch was held at the Seminar Hall of the
Institute. The theme of the Training SeminarIWorkshop (TSW) was:
"Management and Co-ordination of Rural Industrialization in
NigeriaW.Attending the TSW were participants from the Ministries of
Local Government Affairs and banking institutions.
The TSW was specifically designed for the staff in the upper
middle range of the Local and State government services, who are
concerned with the planning and execution of rural industrial
development projects in the various communities of Nigeria. This was
the first of a series of TSW's to be organised by the Institute and
many more of such programmes are contemplated to be held.
The objectives of the TSW were to prov~de a forum for the

administrators, policy makers and managers of the various units of
state and local government, public and private sector organisations in
the various states to
(a) discuss the current management and co-ordination
problems facing rural industrialization in Nigeria, identify the
problems and suggest ways of solving and ameliorating them;
(b) explore ways and means of promoting the industrialization
of the rural areas with a view to
(i) achieving the diversification of the industrial base of
the rural economy;
(ii) expanding the desirable impact of industrial
development;
(iii) generating and increasing productive employment
and income in the rural communities, and thus stem
rural migration to urban centres;
