The study is primarily aimed at determining constraints affecting institutional financing of small scale fishing enterprises in Rivers State. In the course of the study, both primary and secondary data were used. Primary data were generated through the aid of two sets of structured questionnaires administered to ten (10) financial institutions and agricultural credit agencies and eighty (80) small scale fishermen who have benefitted from institutional loans,
