This book is a reflection of what I consider to be the nature of the world we have had to inherit since 1989 or probably a little . earlier. In making an exercise such as this, it bccame necessary to visit the intemational relations of earlier centuries to find out what is uniquely different between those centuries and now and to start to tinker as early as possible about what the future would be like
