i was asked to deal with the topic of development in africa but i ask for indulgence to change it to social development in africa.. even in this limited time the options are many to dwell on clarification of concepts working towards a conceptual framework for social development or to dwell on examination of concrete services to deal with the entire process of social development (from planning to evaluation and feedback) or to stay with only one phase of the process e.g.. planning, implementation, etc to discuss philosophical issues (goals and values) or to be concerned with organizational and administrative issues (strategies for delivery coordination and accountability to discuss only one specific field of social development (e.g. child care) or briefly to review all the fields.
